Penal Code amendment gets approval in parliament

An amendment to the Penal Code, which among other changes will bring criminal responsibility to the parents of children who engage in petty thefts, was passed by the Slovak parliament on July 13, the Sme daily wrote.

Other changes in the amendment include punishment for buying votes in elections and placing criminal responsibility on political figures and public officials who cause damage to the state because of their neglect. Public officials or politicians who cause significant damage to the state might be sentenced to five years in jail, Sme wrote in its July 14 issue.

Torture of animals can be punished by as much as five years of prison based on the legislation that will become effective in September 2011 if signed by the president.

The amendment was prepared by Justice Minister Lucia Žitňanská but a proposal by Freedom and Solidarity party concerning punishments for parents of up to two years in prison was also incorporated into the bill. Currently, parents can be punished for crimes by their children but for theft to be defined as a crime it had to involve something worth more than €266. The amendment adds criminal responsibility by parents for minor misdemeanours by their children as well.
