Interest in receipt lottery bigger than Finance Ministry expected

On September 16, shortly after midnight, the state launched the national receipt lottery. Every cash register receipt with a value exceeding €1 is eligible for registry, while all receipts issued from September 1, 2013 are valid.
“The interest is higher than we expected,” Finance Minister Peter Kažimír said, as quoted by the SITA newswire on the same day. “Over 80 percent of registrations have been done via the internet,” minister added.
However, the lottery website experienced a partial outage on its first day between 10:00 and 12:00, caused by targeted attacks directed from servers in South America overloading the system with hundreds of thousands of queries. Problems were also caused by a flood of early interest among people.
People can register receipts via text messages, the official lottery website, mobile smart phone applications, as well as Tipos collection points, where people can fill in the ticket according to the numbers on their receipts. However, registering a receipt at a Tipos point will cost 20 cents, with the price of registration via a text message costing 12 cents, SITA wrote. Some retail shops are set up to allow people to register their receipts directly when paying for their purchase, such as the Ševt office supply chain.
By 16:00 on the first day, the national receipt lottery had more than 256,000 registrations, the TASR newswire wrote, while most of the registrations were made via the internet or mobile applications.
“All our systems run 100 percent and the number of receipts keeps growing,” CEO of Tipos Ladislav Kriška said. “The interest is huge.” He added that the hackers’ attacks that morning were expected and that the company was prepared for them.
From September 30 on, 10 names out of all those who registered their receipts will be drawn to win €100 to €10,000 each fortnight. There will also be a second chance drawing once a month in which the name of one winner will be selected to win a car.
Singer and entertainer Oľga Máziková has become the face of the receipt lottery, signing a one-year contract for the lottery’s marketing campaign. Tipos spokesperson Rastislav Čépe refused to disclose for the Sme daily the amount she will be paid, however. Máziková remained tight-lipped on the subject, with her manager refusing to comment on the cooperation, which is allegedly prohibited in the contract.
Last month, Kriška estimated the advertising expenses at €150,000 to €200,000, with €300,000-€350,000 slated for the purchase of advertising space or broadcast time. Moreover, it has already paid €178,000 to adapt its systems for registering the receipts into the lottery and drawing them. Tipos is a state-owned company and its expenses will be reflected in the state budget through lower dividends, Sme wrote.
