Dubovcová presented report in parliament

OMBUDSWOMAN Jana Dubovcová presented a report on her activities last year to MPs on June 10. The report focuses on children’s rights, including the violation of their right to education and insufficient food for children in reform centres, the Sme daily reported.

Dubovcová considers violations of children’s rights to be the most serious issue. She sees the biggest problem in the reform centres, where she carried out several inspections last year.

“There are still some teaching methods about which the centre thought they were right,” Dubovcová said, as quoted by the SITA newswire. This includes gynaecological exams of children immediately after they returned to the centres after days off, and shaving children’s heads as a health prevention measure, she added.

Dubovcová wanted to discuss the violations of children’s rights last September, but Smer MPs, led by Speaker of Parliament Pavol Paška, refused to include it into parliament’s programme, Sme wrote.

Another incident occurred last year when parliament returned to the ombudswoman her report for 2012, asking her to finalise it. Dubovcová responded that MPs were not allowed to do this.

Back in April, Dubovcová was backed by the International Ombudsman Institute, which unites public defenders of rights in 90 countries. It called the return of the report an unprecedented step and asked for a change in attitude towards the ombudswoman, Sme wrote.
