Parliament yesterday amended the Law on Municipal Institutions, which increases both the powers of local elected governments as well as their funding. The amendment is part of a complex reform of state administration. Henceforth, municipalities will have increased power over construction and health care, while the terms under which local governments can hold referendums have been clarified.
