A new paragraph in a draft amendment to the Banking Act is to permit the freezing of specific bank accounts in the case that the UN Security Council or the Council of Europe adopt anti-terrorist sanctions. The measure is to take effect as soon as the bill is published in the collection of laws, while the remainder of the Banking Act amendment will take force January 1, 2002.
