The European Commission has said that 18.6 million euros in funding from the EU's Sapard fund will not be released until a system of financial control similar to those existing in EU countries is established.
The EC has expressed concern over the use of pre-accession funds since an April scandal over the alleged misuse of Phare funds by a senior civil servant. The affair forced the resignation of Pavol Hamžík as Deputy Prime Minister.
