Unions oppose shock therapy

UNION OFFICIALS have opposed a measure in the 2003 draft state budget that freezes wages for civil servants.

They say that by freezing civil service salaries, the cabinet will create an almost 9 per cent real wage fall among bureaucrats, and that shock therapy must be proven to produce results before they will support it.
