The tender needs to be reopened. The way it was written, it preferred large foreign corporations over domestic firms. Yet the whole system is routine, requiring software that would most likely be written in Slovakia, and hardware, which is a commodity, that can be purchased anywhere from Singapore to Seattle.
The behaviour of the bidders IBM, HP, and Siemens, gave a black eye to transparency and confirmed the belief that the multinationals are equally corrupt as the locals. Let them all fight it out.
