There is a simple reason that Slovaks still need to have visas to come to the US: too many of them do not return. They stay and work, and despite the interest of some in having them work, it is against the law. This same rule applies to many countries. They must have visas because it has been demonstrated that too high a percentage come on tourist, student, or other visas, and do not return.
