The Economy Ministry should begin opening its electricity market to foreign competition at the beginning of next year, with about 20 large consumers allowed to import up to one-third of their energy needs from abroad. The ministry’s plan envisages that all consumers of more than 9 GwH of electricity annually will be able to import without restrictions after January 1, 2005.
