A crucial two-day EU summit in Brussels begins today at which the leaders of the 15 Union member states are expected to reach a deal on financing the EU’s eastward expansion in 2004.
Many EU member states are reluctant to extend both full agricultural subsidies to the up to 10 new members, and full access to ‘structural funds’ in which richer countries contribute money to help poorer nations develop.
