1991: Information suggesting that Kavan cooperated with the communist state security forces, the ŠtB, was leaked. After five years, a court finally ruled that his cooperation with the ŠtB had not been intentional. However, the Czech Supreme Court later ruled that Kavan had lied to the British authorities regarding his role in providing the ŠtB with information that led to the imprisonment of eight people for distributing foreign literature in Czechoslovakia.
1998 - Kavan caused a car accident as a senator. After initially refusing a breath test, he confessed to having been drinking. Later that year he revealed secret information that an Islamic terrorist was at large in Prague.
2000 - Shortly after Kavan resigned as foreign minister, officials found several hundred thousand crowns in his safe at the ministry, the origin of which he could not explain.
2002 - Kavan's close colleague, Karel Srba, was accused and later convicted of hiring a man to murder journalist Sabina Slonková, who was reporting on corruption at the Foreign Ministry under Kavan.
2003 - The National Security Bureau refused to provide Kavan with a security certificate.
