It will not be possible to launch the unified collection of taxes, custom payments and payroll levies, the so-called UNITAS project, by the Financial Administration as of January 1 2013 as originally planned, the TASR newswire was told by Jozef Kollár, the head of the Financial Administration’s oversight committee from Freedom and Solidarity (SaS) party, on March 19.
"We learned from IBM (the new tax administration software provider) that when it comes to processes and organisation at Financial Administration, it won't be possible," said Kollár.
According to another committee member, Anton Marcinčin from the Christian Democratic Movement (KDH), the failed implementation of tax administration software KONS which the Finance Ministry bought from BankProSoft can be blamed for the problems. KONS was supposed to work as a temporary solution that would bridge the gap between the old software supplied by Novitech and the new software provided by IBM, TASR wrote.
"Someone has built a huge and expensive tunnel between the old tax system and the new one that everyone was looking forward to," said Marcinčin. "If the current problems with KONS continue there will be no other option than to return to the old [Novitech] system," said Kollár, adding that the capability of the old system will be tested between March 26 and 28.
Although the public is obliged to comply with the applicable deadlines when submitting their tax declarations the state will not be able to do the same due to the recent problems, TASR wrote.
