NDS publishes terms of toll collection tender - again

The National Highway Company (NDS) announced it had published the terms for a tender to provide electronic toll collection in Slovakia. Companies interested in taking part in the tender should enroll by November 2. The NDS will then invite eight short-listed candidates to submit their bids on November 23. The envelopes with the bids will be opened on January 18, 2008.

The NDS set the estimated value of the order at Sk20 billion, without VAT. The terms of the tender for a provider and operator of an electronic highway toll collection system were published in the EU official bulletin. The tender concerns the construction and operation of an electronic toll collection system for vehicles over 3.5 tonnes on a network of 2,435 km of road in Slovakia. The winning company is to have a 14-year contract, and is to build the system within one year and operate it for 13 years, from the beginning of 2009. Moreover, the contract option makes it possible to prolong the contract by an additional five years.

This is the NDS’s third attempt at publishing the tender. On September 21, the NDS had to withdraw the tender for a second time after a complaint was submitted that the process had not provided equal opportunity. That followed the NDS’s first attempt in July, which ended after twice as many companies enrolled than were expected. SITA
