The NGO gave Slovakia a democracy mark of 3.4. IVO said it registered a slight improvement only in the category of an independent public-service media which emerged as winners in several libel actions in court.

The five aspects of public life monitored by IVO to evaluating the quality of democracy are: the rule of law; the legislature; respect for human and minority rights; independent public-service media; and foreign policy in terms of European and trans-Atlantic integration. The scale of its evaluation ranges between 1 and 5, with 1 representing the optimal state of democracy based on standards and comparative criteria in the EU and Council of Europe.
