The rules for selecting police corps president will change as of February of 2019.
At the same time, the independence of the police inspectorate should be strengthened as its head will be held accountable by the government, which will also appoint him.
The parliament will hear candidates in both cases, the Interior Ministry wrote in a press release.
Achieving a consensus

The appointment of the police corps president will be stricter than it is now. The candidates will have to be approved by the selection board, the parliamentary defence and security committee, and the interior minister.
While the police corps president is appointed by the interior minister, the minister will appoint the candidate only after they pass a selection procedure and are recommended by the parliamentary committee.
The minister will submit the list of candidates to the committee upon the selection commission’s recommendation.
The interior minister shall recall the police corps president in justified cases. However, this has to be approved by at least a 3/5 majority of all committee members, the Interior Ministry stressed.
The minister can also refuse to appoint the candidate recommended by the committee.
What will be the conditions?
A candidate who has been a member of the police corps for at least 10 years may be appointed as the police corps president.
The president should hold the office for four years, with the possibility of being re-elected no more than twice.
Rules for police inspectorate will also change
The amendment approved by the parliament also suggests that the Office of the Inspection Service should be created. Its task will be to reveal and investigate crimes committed by the members of the armed security service and check whether the police actions are in compliance with law, the TASR newswire reported.
It will also be involved in the investigation of crimes committed by customs officers.
The newly-established office will be led by the head of inspection, who will be appointed by the government, based on the recommendation of the interior minister, TASR wrote.
Similarly to the new police corps president, the chief of the police inspectorate will be picked in the selection proceeding and his/her appointment will be based on the recommendation of the parliamentary defence and security committee.
