If the larger city complains about the risk of needing to increase estate taxes, then just look at other countries with decentralised taxing, like Denmark. It is normal to have higher taxes on real estate in larger cities. Real estate is more expensive, but the base for income is also so much better. Of course, I understand if they fear higher taxes.
Regarding merging smaller villages, we are in the middle of it here in Denmark. According to independent research and the government, a municipality in Denmark needs a minimum of 30,000 citizens to be economically feasible. Therefore, starting January 1, 2007, some 275 municipalities in Denmark will be merged into about 100. Maybe there are some very small municipalities in Slovakia that could use a reform like that.
