Is there much sense in having a Ministry of Truth [Culture Ministry] at all? Funds could be distributed to artists via a committee elected by artists themselves; STV could be regulated by a parliamentary commission (with the Industry Ministry preparing legislation); and the Education Minister could do the honorary bit, attending book launches and foreign conferences (or send a celebrity - a separate cultural ambassador).
The constant bureaucratization and politicization of culture does no good.
