I suggest the extra tax should go on healthcare, simply because the cost to society, when one does have a public healthcare system, as in Slovakia, is greater from smoking-related illnesses than any other single preventable illness.
As a taxpayer and a receiver of benefits from the healthcare system, I would demand that my tax payments not subsidize the healthcare costs of the addicts, and let them pay for it themselves, rather than letting the healthcare system become overburdened with costs that could be spent on people who care about their health.
