Parliament should deal with it in October. Frešo told a news conference on September 28 that local people, and not state authorities, should decide on building a waste dump. Proposed dumps would need the approval from municipal and regional parliaments. If the proposal is passed it would take effect on January 1, 2010 the SITA newswire wrote.
