Slovakia’s National Highway Company (NDS) has accepted the lowest bid from the Skanska SK company of Bratislava in a tender for construction of the dual carriageway R4 between Košice and Milhošť. The company received the highway company's announcement on July 12, Skanska SK spokesperson Magdaléna Dobišová informed the SITA newswire.
The company’s bid was accepted after the Public Procurement Office ordered the NDS to return an excluded group of construction companies Váhostav-SK of Žilina and Strabag of Bratislava into the tender. Skanska SK bid €78 million while the Váhostav-Strabag Group had the second lowest bid. The NDS had to reassess the bids for the R4 tender after the Public Procurement Office found fault with the tender process.
The Public Procurement Office also said the NDS did not proceed in line with the principle of equal treatment, non-discrimination and transparency. The Public Procurement Office accepted as justified the objection filed by the Skanska SK group and cancelled the decision of the National Highway Company on exclusion of the tender participant and ordered that it be returned into the tender. The National Highway Company estimated the value of the contract at €116.82 million excluding VAT.
