According to the report, it was not revealed in 2005 who had ordered the creation of the lists, which received wide publicity and named people suspected of involvement in organised crime. Since then, however, Spišiak has admitted that he was the officer behind the lists. In 2005 the Prosecutor General’s Office said that whoever had released the lists may have abused their powers and violated the personal rights of the people named, but it later turned down a complaint and sent it to the military prosecutor’s office. That office was subsequently abolished and its tasks assumed by the inspectorate of the Interior Ministry.
