"The ÚRSO Council submitted its first proposals as early as 2007, but they, like the following proposal, failed to garner backing within the government. The Council is convinced that the current state of affairs according to which the head of the council [Jozef Holjenčík] holds the post of ÚRSO head at the same time has no adverse effect on the authority's actions or regulation," reads the ÚRSO Council's statement.

This state of affairs was in place at ÚRSO from the time that it was set up in 2001 until 2007 the council stated, adding that experience has shown that one person should hold both mutually independent posts in order to carry out ÚRSO's strategic concept.

"However, in order to prevent all kinds of speculation and allegations of idleness from arising, as well as in order to make clear efforts aimed at resolving the issue of ÚRSO's statutory bodies, the council is submitting its fresh proposals for the ÚRSO head and deputy head," reads the statement.
