In democracy, politicians are said to do what is necessary and right only after they have tried everything else. In other words, when there is no other way and when continuing the current logic of development, without the necessary changes and reforms, is impossible, and there is a threat of collapse or at least obvious decline and crisis.
This phenomenon mainly stems from the fact that democratic politicians usually very easily succumb to populism and buy popularity not only with unrealistic promises, but also by subsequently implementing them.
