Parliament refused on October 28 to move to a second reading a bill by the Conservative Democrats of Slovakia that would revoke the amnesties former Prime Minister Vladimír Mečiar granted in 1998.
The amnesties have protected unknown perpetrators involved in the abduction of former President Michal Kováč's son to Austria in 1995. The European Court for Human Rights recently ruled that retroactive revocation of amnesties goes against several well-established legal principles.
Investigators believe that Ivan Lexa, former head of the Slovak Information Service, the country’s intelligence agency, ordered the abduction on Mečiar’s order. SITA
