It is the duty of any citizen to get informed about important issues, like legislation. There are no excuses for not knowing the law. You can't tell a judge you don't know the law!
So go to the website [of the government office] and study the constitution. Alternatively, the government or the EU should make it available in print. I am sure that it is available in Slovakia. Otherwise I can mail you one - in Danish!
