The reason British industries and welfare services use contract labour is that the agency remains the employer of the workers and takes care of their remuneration, tax and insurance.
Clearly the agency did not do that in this case, or, it seems, make it clear to the Slovaks that it was not the hospital that would be responsible for their accommodation. Without input to this story from the hospital, I am suspicious of the version of events given by the agency.
