GOVERNMENT heads from the countries applying for EU membership agreed at a November 15 conference in Warsaw that their nations' contributions to the EU budget should be phased after entry in to ensure no country was financially worse off than before.
The agreement was the latest in a series of counter-blows between EU countries and prospective members on the last, and most complicated, chapter of EU enlargement talks - financing the Union's 2004 expansion by up to 10 new members.
