The Finance Ministry is preparing a mandate agreement with Industrial Bank of Japan for a $120 million loan and an agreement with the European Bank for Reconstruction and Development (EBRD) regarding a separate 25 million ECU loan for highway construction. Both deals should be signed by the end of this year.
