According to expert estimates, the value of the bill, which obliges SPP to pay the bearer a billion Czech crowns (Sk1.3 billion), is 310 million Czech crowns (Sk412 million), SITA wrote.

Ducký, an economy minister in the 1994-1998 Vladimír Mečiar government, was murdered by an unknown assailant in January 1999 at his Bratislava apartment building. It was later discovered that he had signed dozens of similar bills while SPP director, committing the utility to billions of crowns in payments.

SPP is still fighting several of the bills in court.
