Kia plans to start test production at its new plant in May, while regular production should be launched at the end of 2006, the Pravda daily wrote.

Economy Minister Jirko Malchárek said that the state is having particular problems securing land whose owners are unidentified, and land that is involved in inheritance proceedings. However, he promised to do his utmost to acquire all the necessary land by April 1.

"Making this date and avoiding sanctions is my priority," the minister said.
