AFTER months of preparation, the Finance Ministry is submitting for inter-departmental review a draft bill on the electronisation of public administration, which is a basic precondition for the launch of the e-Government system, the TASR newswire wrote on February 7.
“This is a ground-breaking legislative norm that is putting the paper and electronic - based forms of communication between people and business on one side and the state on the other on an equal level,” the Finance Ministry informs on its website, promising that electronisation in public administration will significantly reduce bureaucracy for both citizens and businesses.
According to Finance Minister Peter Kažimír, this is an inevitable step leading to the introduction of the rule ‘once and no more’, which means that the state will not require the re-submission of documents that its bodies already have at their disposal.
The ministry has cooperated with other ministries on the preparation of the bill, as well as non-governmental organisations like the IT Association of Slovakia, the Slovak Banking Association and the Society for Open Information Technologies.
The bill introduces brand new legal institutions like electronic boxes, user identification and authentication, authorisation and the launch of the institute of referential registers. The interconnection of these registries will ensure that state and public institutions will act as ‘one body’ and will not repeatedly require the same data from citizens and companies.
